Terletak di lingkungan modern, game memungkinkan pemain untuk bermain baik sebagai seorang polisi dan gangster, pada waktu yang berbeda, dalam gaya permainan "polisi dan perampok". Permainan dapat dimainkan online dengan sampai 16 pemain menggunakan adaptor jaringan untuk PS2 dan melalui Xbox Live untuk Microsoft Xbox, dan ada secara online bermain untuk versi PC juga. Selain itu, permainan fitur berbagai lagu hip hop dimainkan selama pertandingan.
